College Tuition: Graduates Starting Adulthood in Debt

       Our parents sit in the audience, cheering as we walk up to the podium to accept our college degree. But what else are we walking off the stage with; perhaps a $100,000 debt that will take decades to pay off? College tuition has been a matter of public debate for the last several years since college degrees have become commonplace and are not guaranteeing the high-paying jobs that they used to provide. Furthermore, college tuition has been growing incrementally greater each year and faster than inflation. Is college suitable and necessary for everyone? College education and the debt it incurs is an essential investment for an academic student who wishes to have a career in a field requiring a necessary level of education. However, for the remaining students who are not academically strong, while the option to attend college should exist, government policies should make it possible for these students to either get further education that can help make them flourish in college, or provide technical training to help them succeed in a vocational career rather than remain uneducated and jobless. 
According to the College Board, the average cost of tuition and fees for 2013-2014 school year was $30,094 for private institutions, $8,893 for state residents at public colleges, and $22,203 for out-of-state residents attending public universities (COLLEGEdata).  Although students with financial needs do receive aid to help them cover some of the tuition and expenses, the remainder of the cost is oftentimes covered with loans which are not due until after the student graduates from college. These loans can add up to a large amount in four years. In a job market where jobs are plentiful and college graduates are in short supply, the investment can be well worth it, but in an economy where jobs are scarce, the college graduate can find it very difficult to pay off these loans. 
College has traditionally been a vehicle for graduates to find meaningful, high-paying jobs. College is also an opportunity to grow and try different things that you would normally not try, learn about different subjects you would normally never learn about, and explore possibilities you would normally never even know existed. This is the hidden meaning of higher education and investing in one’s future growth and change is worth the extra price tag. While a college degree can help in an individual’s career, it just as importantly, helps in one’s life choices and decisions. Dr. Richard Vedder, Director of the Center for College Affordability and Productivity, states that with a flooded market of college graduates, even college degrees are being required for working as a bartender (Weber).  If a college student is usually more disciplined and hard working, then wouldn’t he transfer those same habits in his bartending job? This is why a bar owner would prefer a college graduate— because the owner believes that the college graduate would make better choices and work harder. 
What can be said about the college default epidemic that has seized the United States? Why are there so many loans in default and so much mounting tuition debt? If the government didn’t give out so many loans, then many students would not be college drop outs who are still paying off one or two years of college loans. One out of every six borrowers with a loan balance is defaulting (Martin). At the same time, borrowing money is a serious decision that should not be taken lightly. Students who are not sure about whether they can repay the loans or whether they really want to go to college, should not undertake it until they are certain that they can make the commitment. Some students should work a few years before attempting to attend college. Many students accept jobs in companies that offer college reimbursement and attend school in the evenings. Other students work a few years to collect some money to pay for college. There are many other options to paying for college as well, like scholarships or attending schools that offer need-based grants. Although proponents argue that by restricting the amount of loans, we are taking away the chances of some students to attend college, in fact, there are so many colleges, that a student or adult who genuinely wants to attend college can find a way to attend it. Public as well as private institutions look for students who beat the odds and excel above their circumstances.
No matter how expensive college tuition becomes, the pressure to attend the best college will always encourage every student at every level to strive hard to be admitted. Part of this is social pressure and the other part is practical because to work in a field that pays relatively well, one must have a college degree. On the other hand, students who are unmotivated and undisciplined will struggle in whatever setting they are placed in but more so in the college atmosphere where handwork and internal motivation is a necessary formula for success. Tuition will continue to spiral and grow as long as colleges continue to compete with each other for students. Alas, loans will continue to grow as long as the government parcels them out without discretion or standards. The government, in its well-meaning distribution of loans, is creating a generation of young adults that are drowning in loans instead of building a nest egg for their future needs. Are college graduates starting their adulthood in debt? Sadly, it appears so.

Fracking: The Energy Revolution

         For the last fifty or more years, the United States has been concerned about how it would meet its energy dependency domestically without relying on foreign oil and gas. Many environmentally friendly solutions were suggested, including corn ethanol production, solar energy, offshore giant wind turbines, and liquid metal batteries that would store wind and solar energy. Yet, the energy revolution that quietly and effectively revolutionized energy output in the United States was hydraulic fracturing or “fracking” for short. Its efficiency and output is projected to cover US production needs for the next 110 years, but in the process will its environmental damage leave a disastrous footprint for future generations (Debate, 1)?
Fracking is the process used to release gas or oil from the underground shale rock. A mixture of water, sand, and chemicals under high pressure is directed at shale rock deep below the ground (What, 1). The pressure causes fissures in the shale rock causing a release of oil and gas which then climbs back up the shaft to be collected and retrieved at the head of the well.  The chemicals that are used include methanol, the BTEX compounds including benzene, toluene, xylene, and ethylbenzene, diesel fuel, lead, hydrogen fluoride, naphthalene, sulfuric acid, and the list goes on (Kelley, 1). This veritable soup of chemicals contains many carcinogenic compounds that if leaked into the water or air can cause damage to wildlife and humans alike.
In the 1980s, a technological advance in fracturing shale made it possible to economically extract gas and oil from the ground. The first fracking to occur was in Fort Worth, Texas by a company called Mitchell Energy & Development Corp (Shooters, 2). The petroleum industry quickly jumped on the bandwagon where new unexplored profits could be had, and began fracking in Arkansas, Pennsylvania, and North Dakota. Many other states also produced fuel from shale such as New York and West Virginia. In summary, over 20 states are currently using the fracking technique to extract natural gas and oil. There were 61 fracking companies at the start of last year and through consolidations, there are now 41. Ironically, experts foresee only 20 or so fracking service companies in the future because of the drop in gas prices from the fracking itself (Wethe). The price in gas has dropped so much that the profit margin no longer encourages the creation of new companies. Nonetheless, although there are only 41 companies, they produced over 4.78 million barrels per day in 2013. These 41 companies own and operate over 35,000 wells each year in the United States. How does this impact the environment?
When we study the process of fracking, we see that the major substance pumped at high pressure underground at the shale rock is water; huge amounts of water. Over the lifetime of a fracking well, over 5 million gallons of water will be spent. On average the water needed for fracking a well ranges from 2 million to 4 million gallons. This huge amount of water creates concerns about the shortage of fresh water that already exists and the environmental impact on diminished aquatic resources (Fracking, 1). It also follows that the truck transportation of millions of gallons of fresh and chemical waste fluid contributes to the air pollution and the greenhouse effect. Due to public concerns, the companies are now trying to reuse and recycle the wastewater. Some companies recycle the water at the well site while others truck it to a recycling center where they filter, evaporate and distill the remaining wastewater. Still other companies add more water to it to dilute the chemicals and salts and then reuse it for fracking (Fracking, 2).  The state of West Virginia offered to buy 1.2 million gallons of wastewater to use as brine to melt ice on the roads. However, the environmentalists were concerned that when it melts, the chemicals will run off into lakes and rivers. To date, the companies are able to recycle about half of the wastewater. The remainder has stayed below or been disposed of in unaccounted ways, such as being dumped into rivers (Fracking, 2). While other wastewater can be reused after going through recycling plants, the wastewater from fracking is unusable due to the contamination from chemicals in it. This is freshwater that is removed entirely from the drinking water supply. 
A Congressional Democratic report released in April of this year identified about 750 chemicals of which 29 are known carcinogens used in the water mixture during fracking. The gas companies are continually trying to find ways of disposing the wastewater, but have a cushion of protection in that they are exempt from a federal law that allows their waste not to be considered hazardous. It is this loophole that has kept these companies from the high expense of more in-depth testing for the wastewater’s toxicity.  One concern is the amount of gas that is leaked from the well sites. Methane and benzene are released into the air from raw gas that leaks out as well as from the production process. As many as 50 chemicals are detected in the air with 44 of them posing health hazards. Many of the carcinogens that are released are volatile organic compounds and nitrogen oxides which add to the ozone in the presence of sunlight. The states of Colorado, Utah, Wyoming, and Texas have reported that the companies that use fracking contribute the most to ozone forming pollution (Fracking, 3). Thankfully, the Environmental Protection Agency has generated air pollution standards for natural gas drilling which took effect on January 1, 2015.  Compliance of these standards will reduce methane emissions by about 26% and toxic air emissions by 30%. These restrictions on the gas and oil companies will also benefit them by their being able to sell the additional recovered gas and make profits (Fracking, 3).
Other concerns about fracking include the tremors and earthquakes that fracking has generated. Forty small earthquakes of 2.7 on the Richter scale have been recorded in Dallas since the beginning of this year alone.  In 2008, over 200 earthquakes were reported in northern Texas (Smith, 1). This volume of earthquakes in this part of Texas is alarming especially because there was only one reported earthquake in 58 years prior to 2008 (Lett, 1). Residents near the wells often find their homes developing foundation issues, cracks in piping and walls, and large drops in property values. The problem of earthquakes is not only relegated to Texas. To date, seven states including  Alabama, Arkansas, Colorado, Kansas, New Mexico, Ohio, Oklahoma, and Texas have recorded numerous earthquakes in areas that never exhibited earthquakes before and the US Geological Survey has confirmed that these earthquakes have been triggered by the fracking process of injecting water and chemicals deep underground (Smith, 1). To be more specific, it is the related process of injecting wastewater deep underground that is causing these earthquakes. The wastewater left in a used well “snaps the fault planes” which means the faults or cracks within the earth have ruptured and been offset (Faults, 1). Additionally, wells that were abandoned twelve years ago still have the capability of causing faults to rupture and generate earthquakes. Many states have now begun to insist on a moratorium on the creation of new wells to further study the long-term effects on our earth and environment.
With the many negative effects that are being associated with fracking and the environmental concerns, the question remains, why was this process of oil and gas extraction, fracking, initiated and approved by the US government? There are several advantages of fracking including a significant boost to oil production in the United States, the ability to generate electricity at half the CO2 emissions of coal, cheaper oil prices for the consumer, and less dependence on oil from abroad and the Middle East. Due to fracking, the manufacturing industry is growing at its highest pace, hiring employees at all levels and contributing their share of taxes and fees to the US government. The drilling leases that the companies sign with the landowners provide substantial additional income to them and communities they drill in. The prices of oil and gas have also fallen due to fracking. Oil is currently 20% lower than it would normally be without fracking. Natural gas has made a nose dive and is 80% cheaper than anywhere else in the world (10 Reasons, 1). This new industry may help the US become energy independent by reducing foreign oil and gas dependence in the Middle East. The CO2 emissions that are normally released from coal have been reduced significantly due to the reduction in coal use, now that domestic oil and gas prices are cheaper. According to drillinginfo, “Our greenhouse gas emissions are at their lowest rate in 20 years” (10 Reasons, 2).  This is significant because according to the Environmental Protection Agency, “natural gas electricity produces half the carbon dioxide of coal, less than a third of the nitrogen oxides and 1 percent of the sulfur oxides” (Olsen, 1).
In response to the claims that fracking causes earthquakes, supporters argue that these are low level earthquakes that are inconsequential and, therefore, not a reason to argue against fracking. The other environmental argument about the chemicals seeping into the drinking water and lakes is countered by the fact that the effects are no worse than any previous historical drilling activity. As for the enormous amounts of water that are needed in fracking, it is defended by the fact that the fracking companies use one-one-hundredth of the water supply as compared to the usage rate of livestock which is one fifth of the water supply. In short, our energy needs are great and the current solution--fracking, works based on our current technology. As Olson says, “Shale gas is the most promising natural resource find in decades. We should use it.”
The arguments for and against the use of shale gas and the process of fracking is a complicated and difficult one to decipher. Being environmentally cautious should always play a role in our decision-making because it is our responsibility to protect our world. On the other hand, energy needs must be met and finding a solution that is safe and effective is not always readily available. The use of fracking should be studied and reviewed thoroughly so that all safety precautions are incorporated and the effects on the environment are studied completely before further wells are allowed to be built. Our independence from foreign gas and oil is an honorable goal but it should be met with responsible choices and effective techniques that will not harm the environment we live in.

Second Language Acquisition: Greater Benefits Than Simply A Foreign Language

        In the United States, a second language is often offered in middle school or high school. Most colleges require a second language as part of the curriculum requirement for admission or graduation. Foreign languages can be extremely difficult for many students and are never learned entirely to fluency level. Yet, research has shown that second language acquisition alters brain development and that, just like reading, writing and math, a second language should be taught as early as possible, in order to make language acquisition easier and more successful as well as to develop other cognitive skills. Windows of opportunity for language acquisition exist from birth, and children who learn second languages early have a greater chance for success in this area. Foreign language courses should be made an integral part of the elementary school curriculum to help students increase their efficiency in foreign language acquisition later in life and to improve many other cognitive areas within the brain. 
We are told by neuroscientists that babies are born with millions of brain cells; more than they will ever need in their lifetime. The brain cell connections become “hard-wired” based on their repeated use, “allowing signals to be transmitted quickly and accurately” and alternately, fade away if not stimulated often enough (Shiver). There are many windows of opportunity for language development throughout one’s lifetime, according to Ms. Shiver, a sociologist at the Intercultural Developmental Research Association (IDRA). A child who hears two languages being spoken from birth has an advantage in that he or she will be able to discern the sounds of each language and speak each language with the accent of a native speaker. The child will initially use both languages interchangeably but by two and one half years old it will sort out the different languages and by seven years old, it will speak each language with proper diction and native fluency. This is not, of course, the only time a child can acquire fluency in a foreign language. If a child is exposed to a foreign language after the age of three, he or she will still acquire full fluency within two years. However, as adults, foreign language is not as easily acquired because the window of opportunity for learning is no longer as widely open.
  Other changes also occur in the brain when a foreign language is studied. The cortex which plays a major role in language, memory and thought also shows a thickening of the organ within the brain. This occurs when a second language is  learned during childhood. This is due to “the stimulation of new neural growth and connections that is demonstrated in the acquisition of other complex motor skills” (Rowe). In one research investigation, researchers took MRI scans to measure the cortex thickness of 66 bilingual and 22 monolingual men and women. They then further distinguished bilinguals by who learned the second language from 0-3 years, 4-7 years, and 8-13 years. The results showed that the sooner a child learns a second language, the more proficient that child will become in that language and the adjusted shape of the brain’s cortex will also “facilitate or enhance other learning” (Rowe) such as better memory and strategic thinking. Another area within the brain is called the Broca’s area which is responsible for producing language. Other cognitive areas that are enhanced with second language acquisition include multi-tasking on two tasks and higher analytical thinking, and enlarged parts of the brain that are devoted to memory, thinking and planning. An added boost is the theory that bilingualism also delays the onset of Alzheimer’s disease and dementia.
  In 2013, Dr. Alladi et al. conducted an experiment in India on 648 patients with dementia. They concluded that bilingualism leads to a delayed onset of dementia by several years as compared with monolingualism (Alladi et al.).  A surprising result of the data showed that the differences in the onset of dementia were even greater for illiterate bilinguals versus monolinguals as compared with literate bilinguals and monolinguals. Prior to this study, in 2010, a Canadian team also found that bilingualism delayed the onset of Alzheimer’s disease by five years. These researchers took 200 patients who were diagnosed with Alzheimer’s disease and verified whether they spoke two or more languages or only one language. While the Alzheimer’s patients still had brain deterioration, the bilinguals’ brains were able to provide “compensatory skills to hold back the tell-tale symptoms of Alzheimer’s, such as memory loss, confusion, and difficulties with problem solving and planning” (Baycrest). These results are very important because according to Dr. Freedman, who is head of the Neurology Department at the Sam and Ida Neurology Clinic where the research was conducted, there currently do not exist any medications that can be used to delay the onset of Alzheimer’s symptoms by five years (Baycrest). While we cannot see into the future to determine whether we will acquire Alzheimer’s disease, we can include foreign language learning in our education as both individuals and a society to help delay the possible threat of dementia and to theoretically lessen the burden on our healthcare system. 
  A different type of study was conducted by Swedish scientists using Magnetic Resonance Imaging (MRI) to show visible effects on the brain in foreign language acquisition. The Swedish researchers chose young military recruits and measured their brain activity while they rigorously studied languages like Russian, Dari, or Arabic. A second control group studied equally as  difficult medical and cognitive materials. MRI scans showed that specific parts of the brains of those students studying the foreign languages were more developed and larger.  In contrast, the brains of those studying medical and cognitive studies were unchanged. The results of the brain scans also showed a link between  the ease with which foreign language learners found languages to be learned based on how much the cerebral cortex was originally developed. Alison Mackey also writes that these results verify why Japanese language which does not discern between the letters “R” and “L” shows only one developed area of their brains with MRI resonance, while English speakers had two areas lighting up; presumably one area for each unique sound. In order for the Japanese to distinguish these two sounds, it is necessary for the brain to reroute its messages. Through technological advances, by greatly exaggerating each sound, it becomes possible for Japanese native speakers to discern the two sounds and in turn highlighting the two areas in the brain. 
  Although we have often heard that foreign languages are acquired more easily by young children versus older adults, there are some people who argue the opposite. Some linguistic researchers argue that there are several reasons why learning a foreign language can be more successful as an adult (Merritt). They argue that adults have more advanced grammar knowledge such as the conjugation of verbs and construction of sentences. They also believe that adults are expected to have greater vocabulary and more in-depth thoughts that require more complicated phrases which prevent the older learners from appearing fluent when they have attained the same amount of foreign language knowledge that a child may have in the same time period. The linguists acknowledge, however, that accents are not going to disappear amongst the older learners while the younger learners can mimic sounds more easily and become more adept in their pronunciations. Ultimately, they argue that it is the schooling and expert teaching that helps students succeed in foreign language studies which is generally not the path followed by the older learners.
  Foreign language instruction also plays a central role in how successfully children can acquire a new language. In the book, Foreign Language Teacher’s Guide to Active Learning, by Deborah Blaz the most successful way of teaching a foreign language is to use activities that appeal to the multiple intelligences. According to Gardner and Hatch, linguistic intelligence is the mastery of a language.  Gardner defines mastery of a language as “the ability to read, write, and speak a language to express and appreciate complex meanings” (Blaz, 24).  Significantly, linguistic intelligence is what dominates teaching in the majority of Western educational systems. There are, additionally, seven other intelligences according to Gardner which include: Logical-Mathematical that uses deduction, induction, patterning, sequencing, and interpreting of graphs; Visual/Spatial that uses three-dimensional ways to perceive imagery, to navigate, produce and decode information; Kinesthetic which uses the mind to control bodily movements and to manipulate objects; Musical using rhythm, tone, melody, and pitch; Interpersonal which involves communicating and collaborating with others; Intrapersonal which maintains self-esteem, setting goals for oneself, and acquiring values; and Naturalist which senses patterns in and makes connections with elements in nature (Blaz, 25). All of Gardner’s multiple intelligences can be used effectively to teach a foreign language and should be touched upon in a foreign language program.
  Linguistic intelligence requires the most important skill of listening. Students must listen to the language carefully before learning to speak it. A study by Campbell showed  “a speaker can only speak about 200 words per minute, but a listener can hear and process from 300 to 500 words per minute.” (Blaz, 25) This gives students extra time to process what they hear. It has been found that if students use silent repetition during the language instruction, then they will be more successful with both listening comprehension and memory. Technology has also been proven to be very beneficial to provide a wide variety of listening activities because it can offer different modes of presentation which appeals to the different learning styles of visual, auditory,  and kinesthetic. Lectures are often used but they should be kept to a short time frame because students cannot absorb more than 10 minutes of input at one time. The best format for lecture instruction is to have students write down what they already know, questions they may have, and how they feel about listening to this lecture. During the lecture, they should list the main points and the lecturer should stop every 5 minutes to allow the students to absorb what they have just heard. Presenting visuals and props during a lecture will help students absorb more than the 20% that they would normally learn according to Glasser’s scale (Blaz, 7). The best and most effective way to retain the information with 95% retention rate, however, is to have students take turns reading to each other; effectively teaching the subject to another student and themselves at the same time. 
  Another very effective technique in teaching foreign language includes speaking. Speaking in a foreign language involves communication of ideas, not just one word answers to a teacher’s questions. Question and answer format is considered to be the simplest form of conversation.  As students improve their vocabulary and sentence structures, they will increase their ability to communicate their thoughts making them more elaborate and grammatically correct. There are many conversation prompts that can be used to encourage students to speak in the foreign language. Some include, think/pair/share which allows students to learn from each other while encouraging them to also speak in a safe and smaller environment by only speaking with one other student, their partner.  Fun activities that engage students include deduction activities like the teacher giving out clues and the children choosing the picture that they conclude is the answer to the clues. Another fun activity for a communication exercise is the inside-outside circle that moves, allowing the students to continually have different partners. This activity encourages movement and makes the teaching more fun because the students are moving and thinking at the same time. A very important way of increasing vocabulary is to learn a new word every day and to use these new words in conversation regularly. The best method and use of vocabulary is to use rhymes and songs that include both written words, pictures, and movements. This, once again, uses all three types of learning methods, including visual, auditory, and kinesthetic (Blaz, 24). 
  In traditional methodology, other intelligences can be used to teach foreign language, like logical-mathematical intelligence. Foreign languages contain patterns and deductive reasoning. Using story problems in the foreign language helps practice both numbers and vocabulary. Graphs especially help students with strong logical-mathematical intelligence. For the visual-spatial intelligence child, foreign language can be learned through three-dimensional ways which allow the child to recreate, transform, or modify information. One great way to do this is by creating display areas in the classroom which may include photos, articles, projects and student work. Rotating seats also helps change a student’s perspective on classroom instruction. Another effective way to teach is by writing items on different colors of cards or paper or using different ink. Finally, the active-imagination visualization technique should be taught to students to help them remember the gender of nouns. This is done by picturing a feminine attribute on a feminine  noun. For example, you may attribute a pink tutu to be feminine, so you picture an apple wearing a pink tutu (la pomme). If you consider a mustache masculine, then you can picture a masculine noun wearing a mustache or beard, like a cucumber (le concombre). Visual arts can also be incorporated into foreign language teaching because it will be remembered the most. Crafts provide imitation, assimilation, and invention in their activities. Musical intelligence is very important to foreign language acquisition because it is the ability to recognize and compose musical pitches, tones, and rhythms. Listening to music helps children develop their accent and become more familiar with the sounds of the language they are learning. Every teacher knows that kinesthetic intelligence is important to a child’s ability to learn. In fact, “Recent research has found that physical activity enhances memory to a large extent,” providing evidence that the mind-body connection is vital to learning (Blaz, 69). One very effective way to acquire language through kinesthetic learning is by using simulations. As we see, all of the intelligences can be tapped in foreign language learning.
  A different methodology of instruction called the Byki Program (which stands for Before You Know It) asserts that the foreign vocabulary should be the first thing taught to students. Once the student has a broad vocabulary, he or she can more easily draw on the learned vocabulary to master grammar and create sentences. The learning technique is based on the “declarative method” of learning (White). The human brain has two memory systems: declarative and procedural (White). Facts such as words, phrases, and dates are remembered by the declarative system. The procedural system learns motor skills like riding a bike and using  proper grammar. Although language skills need both memory systems, the Byki System created by a company called Transparent Language, believes that the vocabulary is more basic to the memory system and thus should be learned first before associating the grammar rules and procedures. According to this program, vocabulary is learned best when the student is exposed to it at least 5-16 times. Vocabulary must also be meaningful so that it should be taught in many forms such as in auditory form to enhance pronunciation and in a visual form to enhance its meaning. It is also believed that vocabulary must be learned at an individual pace rather than a rushed, standard time frame because creating sentences and learning grammar before the vocabulary foundation is complete impedes in the learning process. Interestingly, the company not only has individual clients, but also sells its products to universities, government agencies and corporations for foreign nationals who are working abroad. 
  There are many countries around the world that practice several languages in different regions of their countries. When do they begin to teach their students second and third languages? How much do the foreign language programs abroad differ from the domestic programs in the United States? The European Commission has announced that children in Europe are learning second and third languages between the ages of 6-9 years (European Commission). Some are even starting as early as age 3, like the German community in Belgium. The Commission reported that, “On average, in 2009/10, 60.8% of lower secondary education students were learning two or more foreign languages …” as compared to the United States which has dropped its foreign language offerings from 24% to 15% in 2008 (Skorton). Australia which has English as its official language is having ongoing discussions about enforcing Asian languages as its country’s foreign language studies (Jackson). The Prime Minister, Julia Gillard, listed four major languages of study: Chinese (Mandarin), Hindi, Indonesian, and Japanese. England and Scotland are creating laws that will require foreign language studies to begin as early as first grade with a second foreign language beginning in 5th grade (Jackson). When schools in the United States try to balance their budgets, however, the first areas they look to cut  are those in foreign language requirements because they are deemed more expendable (Beale). The trend also includes major universities like Cornell University that has “reduced or eliminated instructional offerings in less popular languages” (Skorton). Skorton points out that foreign language deficits will weaken our standing in this “highly competitive [and] tightly interconnected world.”  So, why does the European Commission make such a concerted effort to encourage multi-language learning? The Commission outlines its reasons which include the advancement of multicultural dialogue, promoting EU citizenship, increasing opportunities for students to study abroad, and increasing international markets to become more competitive in the global economy. In 2002, the Commission has set a goal of the “mother-tongue +2” which promotes fluency in the mother language and early education for two additional foreign languages. Most of the European Union members are working towards this goal because they recognize their future advantage globally.
  Why then does the United States lag in its foreign language programs? The United States government may not feel it is necessary to teach foreign languages to its citizens for several reasons. The European Commission has determined that English is by far the most taught foreign language in most European countries. In 2009/2010, an average of 73% of students enrolled in primary education in the EU were learning English as their second language (European Commission).  In lower secondary school, this percentage rose to 90%. Why then, should the United States fund foreign language learning if most of Europe and perhaps other countries choose English as the primary second language of choice? The most important reason is because foreign language acquisition does not only include the mechanics of understanding a different set of words. It includes a deep understanding of the culture and heritage, religion and history, celebrations and pride of that country. Only with the “full package” will a multilingual person successfully integrate and assimilate in a foreign country, industry, and community. On a simpler level, understanding and learning a foreign language forces that person to better accept and tolerate differences between themselves and others. Foreign language study teaches that different is acceptable and enriching. It can be very dangerous to assume that English is the only language that counts. Paradoxically, all other nations around the world have official languages and promote multi-language learning, yet, the United States, does not have an official language, although unofficially English reigns supreme. Other countries recognize the importance of languages for both economic and national security. Yet, the United States stubbornly looks elsewhere to recruit its foreign language speakers. Perhaps, because our nation is built from citizens of multiple nations, we think that our citizens already have second languages but this is far from the truth. As of 2012, only 18% of Americans reported speaking any language other than English while over 53% of Europeans speak a second language (Skorton). 
  The Asia Society wrote an article outlining the reasons why foreign language acquisition was so crucial to the advancement and competitiveness of any society. Among many varied reasons, the ones that resonated the most were not the practical ones that we continually hear about relating to closer neighborhoods, greater job opportunities, increased global trade and foreign relations. What made more sense and is wholeheartedly experienced is the following: “Since language both shapes and reflects culture and human experience, learning another language opens a door to understanding the people who speak that language and the culture in which they live, in ways that cannot be replicated by any other means” (Farmer). When we read a translation of a book, we can never attain the nuances that are present in the original language unless we read it in its original form. When we play with children who are from another culture, we cannot understand why they act differently from us in their communication, cooperation, and creativity unless we understand their morality, rules, and cultural history. When we work with natives in their country, we cannot comprehend their work ethics, career goals and choices unless we learn about their political, sociological, and theological worlds. And, conversely, they cannot ever begin to understand ours, either. 
  It is always surprising that most of the American presidents of our country cannot speak a second language. After President Franklin Delano Roosevelt’s foreign language knowledge of German and French, dating back to 1945, the remaining presidents since then are monolingual with a few having a semi-functional command of a foreign language. None seem to deem it necessary to learn a second language; perhaps it would be too ethnic? Our presidents use rhetoric about how foreign language is important, but they have to provide more funding towards it so that we can hire more foreign language teachers and make our diverse country more united in its desire to celebrate our cultures in this wonderful land we call America.

The Pothole in the U.S Infrastructure’s Wallet

The United States is considered one of the worlds super powers through its global politics and military forces. As interesting as this is, that's not what I’m discussing today, but it raises a good question. If we are such a developed country why is our infrastructure so bad compared to other developed places like Europe. When I was on a trip in Europe I don’t recall seeing many potholes in any road which begs the question: Why is the U.S roads in such terrible conditions to begin with? According to the 2013 Report card for America's Infrastructure, the U.S got a D+ rating. Even worse, we rank in 19th place with infrastructure development among developed countries. Well that isn’t terrible, but not great either for our developed country. And to fix this problem, will make the hole in our pocket grow by $2.3 trillion within the next 5 years if we want to have a chance to moving back up the ranks.
The United States was a country that played a major role in WW1 and WW2. Between these two wars and a few other factors, the U.S got into a lot of debt. Congress is now in a budget war, over issues around increasing our debt or improving our infrastructure paralyzing policymakers. On top of this, we have around around 15% of our population in poverty. So two problems can be solved with one stone. Since the last recession we have seen the GDP growing so we should see some improvement in our infrastructure, but we don’t. As we know, the government provides funding for large scale projects, but public construction is at its lowest between 1.5% to 2.4% of our GDP within the last few years.

The first answer to this question is that States and local governments are responsible for building most of the school buildings, highways, and waste disposal facilities. On average, they spend about $241.886 million dollars while the federal government just pitches in with a $22.284 million dollars from the U.S Census Bureau. This spending isn’t going to help because this just goes towards maintaining the current state as best we can. States are also prioritizing costs mainly to attempt to pay down debt first before they fund a big project for the improvement of the infrastructure, which shows how our debt is holding back our society.

Secondly, the Highway Trust fund plays a major role along with the federal budget for each state. On average, they collectively pay for 30% of all states costs in transportation. This is nice, however the Highway Trust fund is almost bankrupt. The Democrats and Republicans can’t seem to agree on where the funding should come from. Recently, the Republicans have disagreed with using funding from the treasury to fund this program causing part of this issue. The next part is that the Federal Government as a whole is prevents states from taxing certain private areas or accessing other tools to compensate for the loss in funding and repair the infrastructure. Overall, the main reason why this program has fallen short with funding was due to the decrease in tax income on fuel. This program was based on the tax which hasn't changed with inflation since 1993 since the government is afraid to raise the taxes on fuel. Because of this, we have this funding issues that could be the reason why we can't move forward as a country to improve our current infrastructure.

With all the debt and the collapse in the infrastructure funding, states are becoming crippled. Florida, which needs about $2 billion a year from the Federal gov. may not receive the full amount due the shortage of funding. This will result in bridges, tunnels, and roads not getting the needed maintenance to keep them in their current state. To try and compensate with all the shortages and the inability to tap into private wealth, states have been reducing spending in areas like pensions hurting many people’s income. At this point 43 states have already started to reduced the funding for the pension program. They also have reduced the Amtrak funding by around $260 million even though a lot of their rails need upgrading which will cost almost $20 billion dollars, which includes a new tunnel under the Hudson River. This did however benefit some states like Florida since they ended up being able to pay down $3.6 billion dollars worth of debt. But anyway, speaking about Amtrak, over the years we have seen less train accidents and fatalities over the years till 2015 when multiple of trains have already derailed. On one train derailment on May 12, 2015, eight people were killed and over 200 people were injured, being the deadliest year since 1999. On top of that, many of Amtrak’s railroads are 30 years old and need to be repaired. So the decrease in their budget may not be such a good idea especially with this years report card that already has 3 trains being derailed in 5 months. On top of the 3 trains being derailed, we have more people injured from train derailments compared to Europe according to The Washington Post by a lot.

As we have seen, many states have been reducing major spendings to compensate for the lack in funding that they’re receiving from funding, taxes, and the debt. If our infrastructure is going to have any chance in improving, we need to find possible solutions to counteract the lack of funding. Firstly if the federal government allows states to start taxing private sectors and utilities sheltered from tax and add more tolls to roads can significantly improve the funding for our country's infrastructure. Next, if we can tap into these financial resources (if the federal government will lift its laws preventing states from accessing these financial areas), our states will be less worried with funding issues and this may result in more public projects being started. This will help to employ more people, which can reduce our wealth gap by providing jobs for people who need it (possibly by hiring unemployed workers) and improve our roads at the same time tackling two issues with one stone. This can possibly mean that state and federal workers will stop losing their pensions that they earned from 30+ years of work taking care of another issue. Thirdly, our Federal Government should encourage states to use PPPs to fund new public works projects since with our current economy, interests rates are lower than in the past (for the states through certain deals with some banks) making this prime time to invest the needed amount into our infrastructure. And finally we need to get these projects started as soon as possible to prevent the loss of more lives and to reduce the number of people injured in incidents.

The Effects of Violence In Media and Video Games

       The effects of aggression and violence in media have been studied since the advent of television. Many psychologists have conducted studies to assess whether violent video games or shows affect children negatively through desensitization to violence, fearfulness of the world around them, or aggressive tendencies towards others. Opinions on the matter of media effects on children are wide ranging. Some scholars conclusively demonstrate that media violence effects are harmful. Other scholars argue that the media violence research field has been mismanaged, used poor measures of aggression, and failed to consider alternative causes of aggression. Despite, the opposition to deleterious media violence research, there is tremendous research that confirms the negative and pernicious effects that violence in media has on children.

Albert Bandura was a well-known behaviorist psychologist who during the 1970s researched social learning and the tendency of children to imitate what they see. He conducted a famous Bobo Doll Study, showing that violent behavior could be imitated without reinforcement or rewards. Banduras’s case study showed how violent behavior could be imitated through observational learning and extended to other media forms like video games and movies.1 In this study, a group of children watched an adult hit, throw into the air, and pummel the Bobo Doll with a hammer. Then when the children were left in the room by themselves for 20 minutes, their behavior was observed through a one-way mirror. The group that had witnessed the adult aggression showed that same level of aggression towards the bobo doll in contrast to the control group which did not. By establishing that children could act violently from observational learning, Bandura's fifteen years of study culminated in a committee being formed by the Surgeon General  to assess the impact of violence on the attitudes, values and behaviors of viewers. 2

        In the past 30 years, there has been extensive research on this topic of violence and media. The results have shown overwhelmingly in all types of experiments, like longitudinal, cross-sectional, and experimental, that there exists a correlation between media and aggression. The typical American child will be exposed to over 200,000 acts of violence and 18,000 murders on television by the time it turns 18 years old. Shockingly, children’s programming, especially cartoons, have an average of 20 acts of violence per hour.3 Even Dr. Phil, psychologist and talk show host, denounces video games as aggression-causing tools that rob children of their ability to resolve anxiety and calm themselves through talking it out or even crying out their frustrations. Instead, they act it out by attacking something, kicking a wall, or being mean to a pet.4 More disturbingly, there is an increase in violent actions by children who view these kinds of video games. Children naturally express their frustrations physically, however, when their models are aggressive video games or movies, they will naturally move towards these forms of aggression releases rather than more socially acceptable ways of aggression release like talking it out or crying.

When a child plays a violent video game it also does not learn about moral consequences. It can shoot someone in the game and get rewarded for it by receiving more points rather than go to jail. Children are impressionable at this age and do not learn about right and wrong in these video games, instead the game companies assume that children will learn about morality somewhere else but given the long hours spent in front of the television, the children are almost brainwashed into believing that the video games are a form of reality. This is not to say that children will go out and shoot someone to extend the game into the real world, rather they will transform the actions of the game into a different action like bullying which releases the same frustrations but in a different form.

There are also many antagonists to the media and violence bandwagon, as well. Christopher Ferguson, argues that it is ethically impossible to examine aggression and media inthe laboratory and so the results are observed based on different criteria that are not actually assessing aggression but something close to it. One famous laboratory test is the Taylor Competitive Reaction Time Test (TCRTT) which  in essence measures competitive drive.6 The participants are told that they are playing against another opponent to see who will press the red button first and that they can set a noise blast punishment if their opponent loses. In effect, it allows the participant to gloat over the win and this is viewed as aggression. This form of aggression is not violent and it seems to be more, a form of bad sportsmanship rather than aggression. Furthermore, it has not been shown to be predictive of real-world aggression, let alone violent crime. What this does show however, is that participants would go to any means to win at a game without considering the effects that their aggressive behaviors have on others. In this respect, this experiment has shown that competition can bring out aggressive tendencies. Which brings us back to the original point that video games can bring out aggressive tendencies in participants and model inappropriate ways to express them.
Media and aggression have been studied for decades with the overwhelming conclusion that they are positively correlated. Their effects on children are exaggerated by the fact that children are very impressionable at this age and that they serve as inappropriate role models for aggressive behavior. Even the American Academy of Pediatrics has created a list of recommendations to address television violence including, physicians discussing television viewing with the parents and limiting television to 1-2 hours per day.7. It is also recommended that children become more knowledgeable about conflict resolution. It is clear that media violence must be addressed in both the public and private sectors to offset its negative tendencies.

Artificial Intelligence: Too Much of a Good Thing?

        The advent of computers and the technological revolution have advanced the world in all areas including education, medicine, business, and government. We have access to information in a moment’s notice making it possible to learn more and make better decisions in our everyday life and long-term goals. Medicine uses technology to assist in diagnoses and cures while businesses use technology to become more efficient. It would seem that there is no end to how important technology has become in our lives. Then, comes a new more advanced version in technology called artificial intelligence (AI), defined as computer systems able to perform tasks that  normally require human intelligence, such as translation between languages, decision-making, speech recognition, and visual perception. These systems can “think” and make intelligent suggestions and decisions about subjects such as what medications should be used or solve a problem in a fraction of the time that a human would solve it. Artificial intelligence is computer systems programmed to solve problems using “human intelligence,” however, it is not equivalent to the intelligence of a person and lacks morality and intuition, and should at all costs be controlled through safeguards. AI can make decisions but what are they based on and who or what benefits in the end?

        On November 5, 2014, the New York Times posted an article stating that artificial intelligence could well become a threat if not checked and if safeguards are not carefully instituted. In his article, Nick Bilton warns that AI could cause a threat to humanity in many forms. Firstly, AI could be programmed to solve a problem like cancer and determine that the best way to treat it would be by exterminating humans who carry the genes that are prone to the disease. Another possibility could be the harm a malicious person could do if he were to get hold of this technology. Bilton warns that “we are starting to create machines that can make decisions like humans, but these machines don’t have morality and likely never will.”1. Artificial intelligence is now being studied in the military, as well. While I would prefer to see robots fighting robots rather than soldiers fighting soldiers, I wonder what a rogue robot or one reprogrammed by the enemy could do to its own battalion. A robot can serve well in defense, however, would it be programmed to show empathy or morals? How much of these emotions can soldiers safely present when trying to defend themselves and attack? Given the complicated and wide ranging emotions that humans possess, how can we successfully create an artificial intelligence that also presents these “other” intelligences. Bilton is also concerned that in the long run, the best use of these artificial intelligence systems will be to use them to create even smarter machines, called superintelligent machines. But, once created, how can we adjust or fix them if they are smarter than we are? How can we be sure that they are doing what we want, if we cannot monitor what they are doing and they are smart enough to show us only what they choose to show? That, experts say, “is when things could really spiral out of control as the rate of growth and expansion of machines would increase exponentially.” 2. This progress can reach limitless possibilities. How can one control it? James Barrat, author of “Our Final Invention: Artificial Intelligence and the End of the Human Era,” believes that we rule the earth because of our intelligence and that “when there is something smarter than us on the planet, it will rule over us on the planet.” 3. We, humans, currently rule the world because of our intelligence, so what is to say that a smarter system cannot take over? On the other hand, who is to say that it might not be a good thing, given the corruption and greed that exists in human emotions. These superintelligent systems would choose what is best for the survival of the race or the most efficient way to solve a problem not the best way to make a profit.

        The Wall Street Journal wrote an article on December 11, 2014, defending artificial intelligence and insisting that it is not a threat. 5.In his essay, Gary Marcus argues that superintelligent machines are a long way off from practicality. He insists, that instead of focusing on artificial intelligence, we should focus on mediocre computer programs that can cause significant damage if left unchecked. He believes that we should not abandon the good that artificial intelligence brings with it, like the high quality medicine it can provide in disadvantaged areas or driverless cars that will probably save more lives than human drivers. He, like all artificial intelligence critics believes that only safeguards can protect us from its control. The problem is that this field is so new, that nobody yet knows what this oversight should consist of.

        In an effort to study and anticipate the effects of artificial intelligence and how it will affect all areas of life, Stanford University will be hosting a 100-year study.6. Top researchers will consider how advances in artificial intelligence will influence people and society, and the long-term implications on people and the earth. The conferences will focus on how AI will affect automation, national security, psychology, ethics, law, privacy, democracy and other issues.7.  Recently, Stanford President, John Hennessy, who helped initiate the project said, “Artificial intelligence is one of the most profound undertakings in science, and one that will affect every aspect of human life.”8. It looks like the AI100 study is a move in the right direction with its far-sighted determination to help society determine the correct path for an artificial intelligence future. While many opponents are fearful of what artificial intelligence can ultimately result in, they all recognize that its progress cannot be stopped.
